A split measures the time since the previous lap. The total beside it is the full elapsed time when that lap was recorded.
Yes, while the browser keeps the page available. The display uses timestamps when you return, so delayed background updates do not lose elapsed time.
The display can show tenths or hundredths of a second, but browser, device, input, and screen-refresh delays mean it is not a certified timing instrument.
